A top level authority on police attitudes told “The Chicago Daily Observer” yesterday that “there’s a good chance that murders are rising in Chicago because police are demoralized and intensely dissatisfied with conditions at the very top of the department. That doesn’t mean they’re lying down on the enforcement job, but what’s the point of pursuing a rigorous enforcement and deterrence when the department is in the hands of the civil libertarians—and punitive penalties are meted out against officers for doing their jobs effectively?”
He said that Jody Weis’ appointment…an FBI agent who never wore a uniform nor patrolled a beat…signaled a mayoral disapproval of the department that is ruining morale. He contrasted this with the record of New York Mayor Rudy Giuliani who stood by his department and beat off civil libertarians who tried to super-enforce infractions that hobbled the New York police.
“As a result of Giuliani’s action, crime was lowered in New York,” he said. “It is clear that we have a mayor who is not pro-police, is a cave-in to civil libertarians marked by his hiring Weis who is lashing out at the department.
“What happens is not a slow-down. I don’t mean that. What happens is that when time after time officers are hauled in to explain their actions when they try to deter crime, the starch goes out of them. They ask: why should we be putting ourselves in harm’s way when headquarters and the 5th floor are more interested in punishing officers for every possible infraction rather than pursuing crime?”
It comes because Daley is swayed by the twitching and knee-jerk attitudes of the liberal editorial boards, he says.
I asked how he would explain the rise in murders.
“It comes as result of a `soft revolt’” he said. “When the mayor and the police superintendent are more interested in pacifying the ACLU than in keeping down crime and going the extra mile for prevention, it’s bound to happen.”
I gasped at the fact that last weekend was one of the most violent ones in city history. At least 12 people had been shot and two of them killed since Saturday. Two others were stabbed in a home invasion. This occurred after 20 were shot, four o9f them killed, from Friday through early Saturday.
Tsk, tsk, he said, sardonically. “Obviously what’s needed is more gun control, right? Isn’t that the answer?”
Then he restated it: “When and if the new police superintendent and the mayor decide they want to end the crime, all they have to do is to pass the word. They are definitely not passing the word as of now. For that reason the ‘soft revolt’ is on to show the politicians they can’t have it both ways. They can’t gumshoe cops and hold them down, restraining their energies, while at the same time promoting tough law enforcement. I’m sorry but that’s the way it is. And the way it always has been.”

What this "authority" claims is that we have to let our cops be criminals, if we want to put an end to crime. He offers a false dichotomy - either we allow violent thugs to wear a uniform, or there will be violence in the streets. With that logic, why not just give guns and uniforms to the gangs?
The police need to follow the law, just like everyone else - maybe even more, if they are supposed to be examples and role models for kids. What kind of role model takes bribes and bullies people just because he's got a uniform and a gun?

Can people not see the other side of this? Just like civilians, there are bad ones. The surge of crime in this city can be related to more than just a "Soft revolt" People forget that since the weather was so nice this weekend more people were out and about, making trouble. It could be as simple as that. but people often overlook the simplest answers.
And from a police perspective, what motivation does an officer have to serve and protect if he knows he's not going anywhere in the department? Most cops serve and protect in order to make rank in the department and to get promotions. Why should they try harder and harder everyday and risk their lives more and more if they don't go anywhere except down and get vicitimized and thrown under a bus by their own people and administration? minimal pay increases and benefits that fall well short of firemen and other city officials. why can't the mayor support the police instead of bending over and letting an ex-fbi agent take over the department. i wonder who leaned on the mayor long enough to make that one happen. I think people should look at the officers that aren't the bad ones and see what they are doing in their own hoods. I'm sure you would be surprised if you actually cared enough about your city, your life and your fellow citizens to get involved and help protect your own hoods as well, and help the police, not just tell them they aren't doing a good job. Common people have no idea what kind of crime and murders happens in this city. do some research and find out about the stuff you don't read in the paper or see on the news.
People can only get dissed on so much before they say no more. First of all, police brutality and violations of civial rights are unacceptable under any circumstance. And it is clear that there are many cases of both around our city.
That being said, the neighborhood where most of these murders are occuring operate under the concept of 'no snitching'. This is especially true when considering gang killings. Witnesses will not come forward and do justice because they must have allegiance to their 'hood' or obedience to the ruling powers of the area. So long as people refuse to help law enforcement and parents remain too self involved to keep an eye on their children, these situations will continue to escalate and it is unfair to point at the police claiming they are responsible.

When is the last time we saw an article or news story about an attorney, a CPA, a truck driver who went out after work and got into a bar fight or got a DUI. Those stories have no teeth & they don't sell newspapers. But if a cop does any of those things - front page news! I understand police officers are supposed to be held to a higher standard and that's alright but enough is enough with the bashing they are taking in the media.
Police-men and police-women are just that - men and women. They make mistakes like everybody else. They don't deserve any special care but why is it that if a cop gets in trouble the state's attorney's office goes all out for a conviction and jail time but if a regular guy does the same thing - it is likely thrown out or he gets probation. I've studied law enough to know there is one ILCS (Illinois Compiled Stautes) book. There isn't one for the police, one for the gangbangers and one for the offender who commits a crime against a victim worse than him. These are all examples of how the Cook County courts filter these cases. Do you know that in a gang related shooting arrest the first thing the states attorney asks for is a copy of the VICTIM"S criminal history? Why does that matter? The double standards in the Cook County courts have to stop. If these gang members knew they would be going to jail if caught, they would think twice. The truth is though, they don't care because they know the system is a joke. God forbid though if a police officer makes a mistake in the performance of his duties - HANG HIM!
For anyone reading this who isn't the police: Try working eight hours having to make split second decisions without any help. And if you're wrong, it's probably more serious than a paper jam in the copier. People may be killed or seriously injured as a result of their decisions - right or wrong. Remember that when the most stressful part of your 8 hour day is finding where to eat lunch. Police Officers need the support of the departments they work for and they need the support of the people they protect. Without both of those things in place they cannot be effective and they will not do more than is minimally required of them. This will be a long, hot and deadly summer if things don't change soon. But I've lived in Chicago my whole life and I know it's only going to get worse. Maybe when people start taking responsibility for their own actions and the actions of their children and stop blaming everyone else - then we'll see some real change. I could go on for hours but what's the point..........

If you get caught Court is a joke and if your charges are approved by the Assistant states attorney (yes felony charges need to be approved by rookies who want to win every case and even if it is clear the criminal broke the law they will deny charges or drop them to a misdemeanor if the case is not 100% air tight) now at court your case is dropped half the time or even with a conviction or guilty plea the offender does little if any time in jail and leaves on probation only to commit more and more crimes but never get punished. There are tons of criminals walking around who committed dozens if not hundreds of violent felonies who have 50+ arrests and 1 or 2 convictions or those with many convictions and sentences of 10 years but after 1 year they get out. Courts area joke, Assistant states attorneys are a joke and the liberal complainers who don't know anything they are talking about are a joke. At his press conference the Superintendent stated that Chicago confiscates 10,000 guns from the streets each year. I'm so happy the police are here to protect me. I am not "man enough" to buy a firearm, carry it with me and defend myself instead of having the police do it. I had the strong impression that the police don't want me to run around with a gun defending myself. If more of us were out there "being men" and defending ourselves, the police would have more bullets to duck.
Of course all the police aren't bad, and I've trusted almost all of the Chicago police I've met (and the one I don't completely trust I still trust enough to get the most necessary parts of his job done). That doesn't mean that they shouldn't uphold the law.
I hear there's an effort out to change the way the people in areas with high crime relate to the police. And let's keep in mind that there are a lot of people in those areas who AREN'T criminals. I also hear Weiss (sp?) has set up a program to increase foot patrols. What does everyone think about that idea? I'm concerned for the safety of the police doing it. It seems like a good idea to be out talking to people and just being human beings on the block, but only if they weren't going to be at much greater risk doing it.

I agree with most of your post. There are good people in these neighborhoods - those that work for a living, abide by the law and pay taxes and who take care of their children. But, when are these people, who greatly outnumber the a--holes going to stand up and do something about their neighborhoods. When the police try they are branded as racists and uncle toms if they try to clean it up. The police need less CAPS propaganda and less marches that do nothing and they need people to stand up and point their finger at the problem saying, "That guy did it and he ran into that house or toke off in that car." The police show up to a block where a shooting occurs and miraculously 50+ people on the street saw nothing. That needs to change. That and the court system of course needs to adopt some practices from DuPage or Will County where criminals are punished.

I can't remember hearing of one person being drafted or pressed into services against their will. The city did all of us a disservice by actively hiring all of these "rhodes scholars". These police officers expect and believe fellow officers suppose to extend some special courtesy to their families for minor infractions, whereas anyone else is drawn through a gaunlet of rules, laws and regulations. The one true thing that was stated is that NO...Civilians will never know what it is to be a cop in Chicago, police better prayed that they never do. Whoever you are, and I bet I'm close, you are the problem. You are exactly the guy who will get stopped for a traffic violation and immediately demand the officers name and complain because you feel that what you did isn't so bad. Everybody believes they deserve a break, the police included. And the truth is most people who get stopped do get breaks. If the CPD or any department for that matter wrote tickets or arrested everyone they stopped it would be impossible to process them all.
The CPD is a career and these guys/girls are entitled to complain at the water cooler once in a while too. Just like ever other job. You'll understand that when you work for a living instead of collecting an allowance waiting for your parents to die so you can inherit their home.

I am a retired CPD 25 years and I agree that there has always been a double standrd regarding the police and the rest of the world. if we do something wrong then it is on the television and everyone gets to see how awful it is. If it's some other occupation, no one gives a hoot so it's not newsworthy. We have never been the heroes that the firemen have been although they have as many problem people among those ranks, but they never seem to get the bad press. Jody isn't a good idea for a good boss, but Daley isn't a good idea for a good mayor, so what did we expect? He doesn't like the police, but neither did his dad. You are right, it may sound like we whine, but in the job that you have you can't lose your life at any time, unless you are in the service, so please think about that issue when you compare occupations. I think that all we would really request is a little respect. Something that we had when i started the job, but has has quickly evaporated. Profits in drug sales is both lucrative and a very big business. The competing gangs battling for turf to own the business sectors within the neighborhoods of the trading is also nothing new. An FBI agent who fired two rounds into a walk-in cooler at a Strip hotel in May has paid the Barbary Coast $12,517 for the damage and paid a $105 fine after pleading guilty to a misdemeanor charge, authorities said.
Police reports indicate that Hanson, who was in Las Vegas to attend an accounting seminar, was caught on surveillance cameras firing his .45-caliber handgun into the walk-in cooler. No one was inside at the time, although there was a lobster.
Hanson was charged only with a misdemeanor because of the late-night time of the incident, and the fact that the freezer was in a back area with no one inside, District Attorney David Roger said.
According to the police report, Hanson said he did not remember firing his Glock handgun. Officers cited Hanson with a misdemeanor, discharging a firearm, and released him.
Hanson has been an instructor at the FBI training academy in Quantico, Va., but Palmer said he could not say whether Hanson still was on duty. Disciplinary action against Hanson could range from leave without pay to firing.

A 17-year veteran of the FBI will serve seven years in prison for having sexual relations with a young girl in Spotsylvania County, a judge ruled yesterday.
Anthony John Lesko, 44, entered an Alford plea yesterday in Spotsylvania Circuit Court to nine counts of felony indecent liberties upon a child.
Lesko, who later moved to Jacksonville, Fla., worked as an intelligence analyst at the FBI for 17 years, according to his attorney, James A. Carter II. He is a major in the U.S. Army Reserves and has received numerous military awards.
An Alford plea means Lesko doesn't admit guilt but believes there is enough evidence for a conviction. Under the terms of the plea, he was sentenced to seven years in prison with another 15 years suspended.
Lesko engaged in a sex act with a girl, 9 and 10 at the time, at least nine times in 2003-2004, according to evidence put forth by Spotsylvania Commonwealth's Attorney William Neely.
Lesko told the counselor that he was the victim of the sexual assault; he said the girl initiated the contact, according to the plea. Lesko entered the plea partly to spare the girl the pain of a trial, his attorney said.
In addition to serving the prison time, Lesko will have to pay up to $10,000 in restitution to the girl's parents to cover the cost of her mental-health counseling.

Can we agree that there are many hard-working, honest cops? We can argue later about what "many" means.
Can we agree that there are many cops who do not completely uphold the law? Same here, hold the argument about how many.
Does everyone agree that the police are outnumbered? I suppose someone could say something about what that means, i.e., do we really need one cop for every individual who has broken the law and will/might do it again? Maybe we do; I'd love to hear some calm, intelligent debate about it instead of everyone calling each other names.
This could be a useful conversation. We could learn something about each other's point of view. We might wind up agreeing to disagree, but at least we'd understand each other better.
I'd also like to suggest we stick to one topic: issues pertaining to the Chicago Police Department. We're less likely to turn this into any kind of useful conversation if we bring in other topics, such as cocaine, contras and the drug war.
